    Filibusters are not allowed in the House. They're a province of the Senate. But House Minority Leader John Boehner (R-OH) may have figured out a way to get around that prohibition Friday as the House inched closer to voting on a controversial energy and climate change bill.

     

    Overnight, House Democrats tacked onto the bill a 300-page amendment. So when Boehner took his time to speak against the package at the end of the debate, the Ohio Republican then decided to peel through major portions of the bill and read them aloud before his House colleagues.

     

    Historically, rank-and-file lawmakers are only given a few minutes to speak on the House floor. But the Speaker, Majority Leader and Minority Leader are given great latitude to speak when they approach the microphones.

     

    After Boehner spoke for a few minutes, the leader donned a pair of reading glasses and began leafing through a gigantic, white binder. At that point, House Energy and Commerce Committee Chairman Henry Waxman (D-CA) asked the chair if Boehner could do that.

     

    “I know we have this magic minute that gives leaders a lot of extra time to speak. But I'm just wondering if there is some limit under the rules on the time that a leader may take, even though the time yielded was not 20 or 30 minutes?” Waxman asked.

     

    Waxman also wondered if any "historical records would be broken" by Boehner reading part of the bill and queried whether the tactic was “an attempt to try to get some people to leave on a close vote?”

     

    The Speaker Pro Tempore, Rep. Ellen Tauscher (D-CA) then ruled that Boehner was order.

     

    “It is the custom of the house is to listen to the leader's comments,” Tauscher said, prompting a round of applause by Republicans.

     

    Tauscher's ruling immediately set House precedent, meaning Boehner could continue to read the legislation in order. Democrats, at least for the time being, watched and listened as Speaker Nancy Pelosi (D-CA) and Majority Leader Steny Hoyer (D-MD) conferred near the back of the chamber.

     

    "Is there anything we aren't regulating in this bill?" Boehner asked, leafing through the pages. He wondered if the community group ACORN qualified for certain grants. He asked why an energy and climate bill was "trying to solve the problems with Fannie (Mae) and Freddie (Mac)."

     

    Incidentally, this may be Tauscher's final time presiding over the House. The Senate just confirmed her to be the Undersecretary for Arms Control at the State Department.

Filibusters are not allowed in the House. They’re a province of the Senate. But House Minority Leader John Boehner (R-OH) may have figured out a way to get around that prohibition Friday. That's awesome. The GOP is inventing new ways to live up to their "Party of No" mantra. Get a clue, guys. Your dwindling constituent base may like you being obstructionist, but the bulk of America doesn't want a do-nothing government. That's why you've been losing more and more elections in recent history. You need to change course or become irrelevant. I hope you change course. I'm a liberal but I don't want a single-party nation. I think you guys do a good job of serving as a counter-balance to what could turn into real government excess, and I hope you find your feet soon.

I think that the energy bill will be scaled down after it goes through the Senate. We need to make changes in the way affect the planet. But with the current economic turmoil we can't afford such ambitious endeavors just yet. It will need to be a more gradual change. Scientific data has revealed a warming trend, especially in the past two decades. Global warming isn't something dreamed up by Al Gore; it is a reality. There is, however, some debate over the causes of global warming. Those implicated include a depleted ozone layer from chlorofluorocarbons; the increase of carbon dioxide from the use of fossil fuels; nitrous oxide; and other pollutants, either man-made or natural. There has been some argument that the earth goes through stages of temperature changes. This might be accurate to some extent; however, there is evidence that human interaction has played a role in global warming. There is a consensus among hundreds of scientists around the world that pollutants like CO2s produced by human interaction with the environment are to blame for a considerable amount of greenhouse gasses. Considering the extensive scientific research on the matter, I don’t understand how anyone could not believe that global warming is caused by human activity. To deny the scientific evidence that humans are partly to blame is simply ignorant.

This comment has little to do with the latest vote I just want to place this thought out there for others to think about. It is true we need change in our government. The change we need begins with the ideas of people. We have no new ideas becuase we really have no new people in government. What we need are term limits impossed on congress! Congressmen serve 2 year terms, senators serve 6 year terms. Place a limit of 12 years to eighter of these positions and force some of these lifers out. It was ment for politicians to be servants of the people not a burden on the tax payer. Let's have real change in Washington. Maybe term limits will provide us with the change we need and not the little change that is going to be left in our pockets. Let us not forget the last real president Ronald Reagan!!

Good for Boehner. He read it aloud to show those for it just how much BS is in it. Apparently they aren't smart enough to see it. I'm suprised there's no rider for California and Michael Jackson. I hope everyone that voted for this gets voted out next election. We need a government with concerns for the "people",,,,the taxpayers,,,not special interest groups.

Why is ACORN in the energy bill? This is a very dishonest and corrupt Org. The Democrats are really ripping off the American public. As for Fannie Mae and Freddie Mack...the same applies. What is Obama trying to do to this country? It will be a cold day in hell before I would vote for another Democrate. They thought Bush was bad...this administration has him beat hands down. May God bless this country.
